The Ticino Bici 2045 project takes a decisive step towards its concrete realization. In its last session, the Council of State approved a resolution requesting a 2 million franc loan to finance the first phase of implementation of the cantonal cycling strategy. This is a package of interventions that will accompany the planning and construction of cycling infrastructure over the next ten years. The strategy has a long-term time horizon, but its operational approach aims for progressive and measurable results. The stated goal is to strengthen the role of the bicycle as a means of daily transportation and leisure, proposing it as a credible alternative to the automobile, with a view to environmental sustainability, travel efficiency, and quality of life. An approach that goes beyond infrastructure While recognizing the central role of cycling networks, Ticino Bici 2045 is not limited to the infrastructure dimension alone. The strategy includes a comprehensive set of actions that also address communication, user awareness, and training, elements considered essential to fostering lasting change in mobility habits. Overall, the plan is divided into 53 concrete actions, developed in accordance with the Federal Law on Cycle Paths, which came into force on January 1, 2023. A regulatory framework that assigns the cantons an active role in planning and coordinating cycling infrastructure, setting new standards of quality and safety. The cantonal strategy was formally adopted by the State Council on May 28 and presented to the public on September 30, at the Bike Forum 2025 in Bellinzona. The message now released represents the first operational step in this process. Investments and time horizon The measures financed by the requested credit will accompany a much broader investment program. Through the implementation of the Agglomeration Programs, the Canton plans to allocate approximately 180 million francs over the next ten years to the development of cycling infrastructure. Between 2026 and 2035, the goal is to expand and improve both utility and recreational cycling networks, adapt existing infrastructure to new design standards, and experiment with innovative solutions that meet the needs of safety, fluidity, and integration with other means of transport. Particular attention will also be paid to horizontal and vertical signage and to awareness-raising activities aimed at various user groups. A specific chapter also focuses on educating young people about the correct and conscious use of bicycles, considered a strategic lever for consolidating a culture of sustainable mobility over time. Initial measures already underway Some measures envisaged by Ticino Bici 2045 have already been launched and do not require additional investment. These include the definition of new design standards for cycling infrastructure, which will be formalized in specific technical data sheets during 2026. Another concrete example is the pilot project for the Canton's first cycle path, along Via Bramantino in Locarno. The project, developed in collaboration with the City, began in early December and will continue until the end of 2026. Its goal is to test innovative solutions and evaluate their impact on safety and the coexistence of different modes of transport. An accompanying strategy With the release of the message, Ticino Bici 2045 enters its operational accompanying phase. Not just a simple plan for building cycle paths, but a cross-cutting strategy aimed at integrating cycling into the canton's overall mobility system. The requested credit represents a targeted investment, designed to support the evolution of infrastructure and, at the same time, foster cultural change. This step is considered essential to ensure that the growth of cycling mobility goes beyond a mere programmatic objective, and translates into concrete and widespread use throughout Ticino.
