"The financial situation of the Canton highlighted the following strengths:
a strong and diverse economy that supports solid financial results;
good governance with a high degree of financial flexibility and a moderate debt burden;
sound financial and debt management;
relatively low exposure to the consequences of the conflict between Russia and Ukraine.
Moody's notes that the canton has already demonstrated in the past that it is able to take the necessary measures to restore financial equilibrium.
Alongside the positive aspects, the Agency considers the marked exposure inherent in contingent liabilities (BancaStato, AET, IPCT) as moderate risk. The Canton's good access to financial markets and conservative debt management mitigate the risks deriving from debt levels and contingent liabilities.
We note with satisfaction the confirmation of the Aa2 rating, all the more so considering the current difficult context marked by turbulence at a geopolitical level and still influenced by the effects of the pandemic that has characterized the last two years. This rating allows the Republic of the Canton of Ticino to continue to enjoy easier access to the capital market and greater availability of financing at more advantageous economic conditions.
