While diplomatic efforts to solve the Ukrainian problem continue at an intergovernmental level, the international community shows that it has become aware that the difficulties of the Eastern European country battered by the attack of Soviet troops must not be limited to the daily news, but rather start a reflection structural on the upcoming difficulties with which all other nations will also have to live with in the coming months.
In other words, it would be paradoxical if the energy, industrial, food, and financial shortages were addressed from afar, almost as if we felt alienated. The message is clear: in the coming months, we will realize that helping Ukraine also means initiating a recovery for the Western bloc, far removed from the difficulties of war but not from the economic ones, the arrival of which we are all already aware. It is from this perspective that the Ukraine Recovery Conference in Lugano presents itself as an opportunity to overcome the inertia of judgment regarding what today appears to be a conflict, but which tomorrow could translate into a recovery in which we, in various ways, will play a leading role. At the press conference held today in Bellinzona, the administrative capital of the Italian-speaking region of the Confederation, the Swiss authorities were necessarily stingy with information about the names of the participants. The reason is twofold: security concerns are combined with the difficulty of navigating a period of ongoing international instability. Therefore, rather than the names of the participants, today they chose to clarify to the media the objectives of URC2022. The priority is to begin the country's reconstruction process, for the reasons we have summarized: Ukraine's hardship will sooner or later become a hardship that our societies will also have to live with and resolve. Furthermore, according to Swiss diplomatic tradition, to achieve this goal, precisely because it is inevitably exposed to the judgment of international public opinion, it is essential that the authorities reach an agreement on the method and the procedure to follow. Often, as anyone familiar with European Union news knows, treaties go down in history with the name of the place where they are signed, as happened in Maastricht on the occasion of the birth of the euro, the current single currency. Lugano aims to do the same: to bring international authorities to sign an agreement, specifically the Lugano Declaration , which will be the operational paradigm summarizing the terms for the reconstruction of the Eastern European country. This methodological premise is followed by a list of milestones useful for Ukrainian recovery: key objectives, timelines, socioeconomic, environmental, and infrastructural priorities, ensuring that the new country that will be created does not become just another global factory, recalcitrant to climate issues, as is currently the case in various regions of the Asian hemisphere. The two-day meeting in Lugano will conclude with an economic summit, where the stakeholders present will be able to directly agree on the practical consequences of the preliminary discussions. Restrictions on public and private mobility have been imposed for some areas of the City of Lugano.
